Disaster Recovery
Communities restored — stronger and more resilient.
We have earned respect from federal, state and local leaders as successful managers of disaster recovery funding and for our total dedication to putting in place the processes and structures for sustained community improvement. When recovery is done well, communities return stronger and more resilient.
“HORNE is passionate about serving. Driven by our own personal experiences surviving natural disasters, our proven approach marries compliance and speed, so communities realize a full recovery faster.”
Neil Forbes, Managing Partner
HUD Community Development Block Grant – Disaster recovery (CDBG-DR)
HORNE Government has experience with CDBG-DR funding across multiple states and territories.
Working by your side, we manage housing, infrastructure and economic development program implementation, using best practices and processes that speed up your recovery. We help you satisfy regulatory requirements, avoid deobligation and maximize the impact of the funding.
FEMA Hazard Mitigation Grant Program (HMGP)
We believe that smart hazard mitigation calls for careful planning to inform project selection and implementation. We assist in selection criteria and scope development. We also recommend ways to leverage HMGP and other federal dollars through mixed-use funding streams and public-private partnerships to ensure your recovery and mitigation initiatives are comprehensive.
Disaster recovery can be complex. The most valuable commodity in a flood of options is a simple, straightforward solution. When your team members encounter a barrier, we offer best practices and optimal solutions that are based on real-world experience.
FEMA Public Assistance (PA)
HORNE Government approaches FEMA PA funding management as a long-term, collaborative effort between key stakeholders. The process takes the breadth and depth of requirements and details impacting each funding recipient and crystallizes them into direct, actionable guidance that results in successful closeout.
Our efforts create transparency and sustainable processes, reducing your risk of deobligation. Our goal is the same as yours — to make the greatest possible lasting impact for the recipient with public assistance grant funding.
We respond rapidly to funnel recovery dollars into communities.
FEMA Individual Assistance (IA)
When large numbers of residents are displaced due to a disaster, assisting communities with relocation to emergency and temporary housing solutions is critical to recovery. Our work in Transitional Sheltering Assistance (TSA) programs provides short-term housing options for displaced survivors as they transition from emergency shelters to temporary or permanent housing. This Direct Housing Assistance is a mission structured under FEMA’s Individuals and Households Program.
