Steven Rawlinson is a government services director at HORNE. He specializes in working with financial management systems and internal control oversight. He is experienced in strategically blending various federal programs to meet the financial regulatory and program requirements of HUD. His expertise in grant funding stems from strategic financial planning followed by strong policies and procedures.
He joined the firm in 2021 with more than 15 years of federal funding experience. He was awarded the Federal IT award on behalf of the Secretary of HUD for working collaboratively to combine all community planning and development IT systems. Along with this, he was awarded for creating a monitoring dashboard that displayed financial compliance across the U.S. and local communities in an easy-to-use platform with enhanced visual representation of the data.
Steven graduated from the University of Houston – Downtown with a Bachelor of Business Administration with an emphasis in computer information systems.
