Lora Warren serves as the director of proposal development at HORNE where she leads the proposal and capture team as they support internal stakeholders by responding to RFPs, securing new business opportunities and driving business development initiatives. Lora works collaboratively with her team to offer support in identifying and pursuing prospects for business growth. Additionally, she provides valuable assistance to partners by conducting comprehensive research and strategic approaches in the procurement process.
Lora joined the firm in 2023 with previous experience working for a private contracting firm that specialized in state and local government contracts – specifically in the human services industry. In her former role, she led the proposal team and actively contributed to competitor analysis and development efforts. She also streamlined the proposal process by establishing formal documentation for processes and procedures along with implementing a content library for the firm.
Lora earned her Bachelor of Arts in Fashion Merchandising and Design from Lipscomb University and her Juris Doctor from the University of Mississippi School of Law. She also has a Foundation Certification from the Association of Proposal Management Professionals and a Law License in Mississippi.
