Lacy Lyons is a partner at HORNE where she works closely with state agencies and local jurisdictions to design, plan and implement successful federally funded programs. She provides guidance and quality control for ERAP, CDBG-DR and FEMA housing programs. She has led the Texas ERAP program which has disbursed over $1.9B in payment disbursements including rent and utility payments. Lacy uses her background in fraud prevention to develop policies, procedures and processes that drive accuracy and ensure program compliance.
Lacy joined HORNE in 2010 and has worked closely with participating state agencies that house disaster recovery data to explore an innovative model for interagency collaboration and data sharing to speed up recovery. She has also worked with a major state agency to record and revise their disaster recovery efforts, key principles and steps for statewide and local recovery planning and implementation. She has extensive experience working with regulatory compliance and all applicable state and Federal laws, including Stafford Act, fair housing, and income eligibility.
Lacy earned her Bachelor of Business Administration from Mississippi State University. She is a Certified Fraud Examiner.
