Tammy Fowler-Pujol is a director within HORNE’s government services team where she partners with grantees to ensure program operations proceed in compliance with CDBG-DR requirements. She specializes in combining the CDBG-DR program requirements with a creative problem-solving approach and uses her depth of experience to help grantees develop and implement successful programs that are tailored to local recovery needs.

Tammy joined the firm in 2023 with more than 30 years of experience designing and modifying program policy and strategic planning. She works with government entities, businesses and owners to use disaster recovery funds strategically to achieve their operational and financial objectives while enhancing recovery and resilience efforts. Additionally, she assists clients in navigating and understanding complex federal regulations. She helps them design programs that are compliant, allowing them to avoid pitfalls and maximize grant funding.

Prior to joining HORNE, she served as the Field Office Director for Field Policy and Management at U.S. Department of Housing and Urban Development (HUD), overseeing strategic initiatives and statutory compliance for Louisiana’s HUD programs. These programs included grants, disaster recovery programs, Davis-Bacon Act and Section 3 compliance, homelessness prevention, Fair Housing and public housing choice voucher program.

Tammy also served at the U.S. Department of Veterans Affairs where she provided senior executive-level oversight for multimillion-dollar budgets to include multiple national projects and quality programs.

Tammy earned her Bachelor of Science in Business from the University of New Orleans.
