Ryan Flanery serves as the director of CDBG-DR compliance for the government services team. In this role, Ryan partners with grantees to ensure program operations proceed in compliance with CDBG-DR requirements. He values blending the CDBG-DR program requirements with a creative problem-solving approach and uses his deep experience to help grantees develop and implement successful programs that are tailored to local recovery needs.

Prior to joining HORNE in 2019, he was Assistant Director of the Disaster Recovery and Special Issues Division in HUD. Ryan was directly responsible for the federal oversight and administration of a $37 billion CDBG-DR portfolio of long-term recovery funds awarded to states and local governments. In this role, he worked with CDBG-DR grantees across the country and specialized in policy development, compliance and strategic communications between HUD leadership and grantee executive staff, CDBG-DR training, and was the Disaster Recovery Grant Reporting System Administrator. His extensive program experience includes the interpretation of complex statutory and Federal Register notice requirements, enabling him to provide policy guidance on supplemental disaster recovery appropriation rules to avoid pitfalls and enhance recovery efforts.

Given his extensive experience, Ryan is frequently requested to train CDBG-DR grantees. He focuses on building teams’ capacity for successful execution of program requirements. Additionally, he provides technical assistance and oversees all of HORNE’s CDBG-DR monitoring teams.

Ryan earned his Bachelor of Arts from the University of South Florida and his Master of Urban Planning from Hunter College of the City University of New York. He is a Certified Housing Development Finance Professional.
