Having an up close and personal understanding of the devastation of Hurricane Katrina, I know the impact that disaster recovery programs can have in helping those who can do little to help themselves. The empathy HORNE brings to a project shows in how we go about treating applicants and delivering programs with focus and skill. We ensure that our governmental clients and the citizens needing assistance are dealt with as valued customers, not simply a number.

About

Neil is the managing partner of HORNE’s Government Services and Intelligence and Automation (IA) teams. Within Government Services, Neil collaborates closely with government clients throughout the United States and Puerto Rico. The Government Services team guides state and municipal clients through the intricacies of federally funded programs including natural disaster recovery, pandemic, and energy programs.

Additionally, Neil leads HORNE’s IA team in business strategy development, execution, and operations to deliver services in data analytics, machine learning, artificial intelligence, IT infrastructure, and business process automation.

Having previously served as the firm’s managing partner, Neil currently serves as the chairman of the Board of Directors.

Neil joined the firm in 2008 with management and consulting experience overseeing campaign and political operations for both state and federal elections. Neil served eight years in the United States Army serving in Korea, the 82nd Airborne Division and the Virginia Army National Guard. He also spent three years with the Chesapeake Sheriff’s Office in Virginia.

Neil holds a Bachelor of Arts degree in English Literature from Virginia Wesleyan College.
