Laura Scruggs is a senior manager in HORNE’s Government Services group where she serves as an eligibility expert for Tennessee’s ARPA program. She ensures compliance with federal regulations for federal funding streams.
She joined the firm in 2022 with 12 years of experience as an attorney in Tennessee state agencies. She has a deep understanding of compliance, government contracts, public records and policy implementation. Previously, Laura served as Deputy General Counsel for the Tennessee Department of Military and the Tennessee Emergency Management Agency, overseeing projects subject to state and federal regulations. Her work history extends to other departments, including Bureau of Tenncare and Tennesee Department of Finance Administration, Office of Inspector General.
Laura earned her Bachelor of Arts in Political Science from Mississippi State University and her Juris Doctorate from Mississippi College School of Law.
