Kelly is a director in HORNE’s government services group where he works to build, manage and expand the construction and construction management services for the firm. From operating as an owners representative to procuring construction activities and developing construction strategies, he is passionate about creating innovative solutions and tailored offerings that support client needs.
Kelly joined the firm in 2023 and has nearly 20 years of experience working for a Fortune 500 company in the architectural and engineering industry before serving in a general construction and construction management firm. In 2020, Kelly started a consulting firm that provided disaster recovery consulting services for housing programs. His collective experiences contribute to his program management, construction management and governmental programs expertise.
He earned his Bachelor of Arts in Business Administration with a concentration in International Business from Texas Lutheran University and his Master of Business Administration from the University of Texas, Red McCombs School of Business.
