Katia Gonzalez-Torres is a senior program manager within HORNE’s government services team where she serves the Puerto Rico Department of Housing’s grant management team as the CDBG-DR and CDBG-MIT Housing Programs sector lead. She oversees programs with an approximate investment of more than $7 billion. Katia also oversees more than 50 PRDOH’s vendors and sub-recipients including program managers, environmental consultants, construction managers, state agencies and NGOs related to the housing programs.
Katia joined the firm in 2019 and has more than 15 years of design and construction management experience. Throughout her career, she has monitored and provided oversight on projects such as the Paseo Puerta de Tierra project in San Juan, the Revitalization of Santa Isabel Water Front, the Schools for the 21st Century Program, FEMA’s Hazard Mitigation Grant Program funds at La Fortaleza and the Sheltering and Temporary Essential Power Program.
She earned her Bachelor of Science in Environmental Design and her Master of Science in Architecture from the University of Puerto Rico.
