About

Carlos Fournier is a is a senior manager in HORNE’s government services group where he manages the CDBG-MIT Strategic Direct-Selection Infrastructure Mitigation Program, with a total allocated budget of nearly $1.5 billion. He designs, prepares and revises guidelines, policies and procedures to implement in the program. Additionally, Carlos directs a team of analysts to support procedure and policy implementation.

Carlos joined the firm in 2022 with more than 30 years of experience managing large and complex construction programs from project inception to close out, maintaining industry-leading quality standards. He is skilled at leading cross-functional teams, liaising with contractors and external agencies and ensuring timely completion of project milestones. In previous roles, Carlos served as a project manager responsible for administering engineering and architectural construction to support the mission of the Construction Management Services Office of the CDC. Carlos also served as program manager for the Puerto Rico Infrastructure Finance Authority and the Puerto Rico Public Housing Administration.

In these roles, he completed the design and construction of multiple regional sporting event infrastructure facilities for the Caribbean and Central American Games of 2010. He also completed the design and construction of the comprehensive modernization of nine public housing developments.

Carlos earned his Bachelor of Science in Electrical Engineering and his Master of Engineering Management in Construction Management from Polytechnic University of Puerto Rico. He is also licensed as a professional engineer and earned his photovoltaic system design and installation certificate.
