Jim is a manager within HORNE’s Technical Advisory Group, where he collaborates with subject matter experts to assist subrecipients in achieving compliance with Davis-Bacon and Related Acts and Section 3 requirements. In his role, he identifies deficiencies in the implementation of grants by subrecipients, meticulously documenting the cause, effect and recommended actions to address those areas. Additionally, he develops comprehensive training materials related to federal labor standards and conducts virtual training sessions with subject matter experts to ensure effective knowledge transfer and compliance adherence.
Jim joined HORNE in 2022 and has more than 10 years of industry experience, specifically with HUD’s CDBG-DR program. Throughout his career, Jim has developed content and materials for CDBG-DR labor standards training, authored standard verbiage for various compliance findings used in monitoring reports and managed and facilitated the successful closeout of numerous of CDBG-DR projects and contracts.
Jim earned his Bachelor of Arts in Mass Communication and his Master of Arts in Political Science from Louisiana State University.
