About

Melanie Stewart is a senior manager in the government services practice at HORNE where she oversees all technology systems, integrations and data and the implementation of system changes. She leads business requirements analysis efforts by partnering with key stakeholders to tailor implemented systems to meet changes in all core IT systems. Additionally, she leads all information systems, application and analytical reporting development and delivery for Puerto Rico’s CDBG-DR 23 Program Portfolio. She provides advisement on how information technology solutions and systems can meet CDBG-DR recovery goals.

She joined the firm in 2017 and has more than 10 years of IT and project management experience. She assisted with the development and first substantial amendment of the Commonwealth of Puerto Rico’s Action Plan, which was the initial action plan and subsequent amendments.

Along with this, Melanie has expertise in leading digital and organizational transformation initiatives in technology and compliance sectors, and she is skilled in advising and collaborating with C-suite executives to implement innovative change management strategies and IT solutions to increase corporate revenue and reduce expenditures. She also designed COVID-19 relief program management and treasury reporting systems for CARES act and American Rescue Plan Act Funding, and she oversaw the successful rapid system implementation and deployment for state agencies and jurisdiction clients.

Melanie earned her Bachelor of Science in Criminal Justice from the University of Buffalo and her Master of Science in Information Systems Security and Information Assurance from Southern New Hampshire University.
