Kesha Simon is a project manager and subject matter expert for HORNE’s Technical Advisory Group where she manages project scope, schedule and budget, ensuring successful program delivery. She also oversees program deliverables and leads the development of standard operating procedures and change management.
Kesha joined HORNE in 2023 and has nearly 15 years of project management, recovery, program development and compliance management experience. Before joining HORNE, she worked with the City of Dallas’ Housing and Neighborhood Revitalization Department and the New Orleans Redevelopment Authority as a Program & Compliance Manager. In Dallas, she led a team of compliance staff, developed housing program components for HUD’s 5-Year Consolidated Plan, managed federal audit requests and monitored CHDO performance and expenditures. At the New Orleans Redevelopment Authority, she managed compliance programs, administered the Soft Second Mortgage Program and facilitated inter-agency communications. Kesha also co-managed an award exceeding $32 million in HUD funding through the NSP2 program, contributing to the creation of over 450 affordable housing units.
Kesha earned her Bachelor of Science in Marketing from Louisiana State University. She also earned her Housing Choice Vouching certification and completed the Fundamentals of Affordable Housing Development Professional Certificate Program.
