Cara Corrigan is a housing subject matter expert within HORNE’s Technical Advisory Group, providing policy guidance to state governments with implementing CDBG-DR housing programs and drafting public action plans and needs assessments. Her passion for housing and disaster recovery drives her commitment to effective program implementation and impactful community support. She is dedicated to building strong relationships with key stakeholders, including government agencies, corporate entities and local partners to ensure successful project outcomes.

Cara joined HORNE in 2022 and has more than 10 years of program management experience. Before joining HORNE, she served with the Governor’s Office of Storm Recovery in New York, where she led a team of on-site project managers, collaborated with internal departments to ensure compliance with federal and state requirements, maintained project budgets and worked with the data team to create comprehensive project progress reports. Cara also served as a program manager with Habitat for Humanity in California, coordinating with homeowners and subcontractors to manage overall project timelines and preparing quarterly reimbursement reports for Community Development Block Grant funding partners.

She earned her Bachelor of Arts in Liberal Studies from California State University and her Master of Science in Urban Policy from the City University of New York. She is also a certified Project Management Professional.
