Bryan McDonald is a partner in government services at HORNE. He works with state and local governments to solve the funding and compliance issues associated with large funding streams. He established and maintained the first state-based, real-time audit system for Stafford Act Compliance providing the framework for regular, systematic management review to ensure program accountability and quality control for more than $3.2 billion. The process was recognized by the General Accounting Office in its report to Congress.
Formerly, Bryan served as Director of the Office of Recovery for Mississippi Governor Haley Barbour. He testified numerous times before Congress and worked closely with federal agency heads including the Department of Homeland Security, Department of Housing and Urban Development, Department of Agriculture, Department of Justice and Department of Health and Human Services. He worked with Congressional leadership, committees and the White House to distribute the $24 billion in federal aid provided to Mississippi following Hurricane Katrina. He established and maintained the first state based real-time audit system for FEMA Public Assistance, providing the framework for regular, systematic management review to ensure program accountability and quality control. His work earned him public recognition on the floor the United States Senate. He has served as the lead advisor for sureties in both large scale takeover/completion projects and liquidations. Bryan uses his experience to help clients navigate complex financial aspects and avoid costly and burdensome delays.
Bryan earned his Bachelor of Accountancy from the University of Mississippi. He is a Certified Public Accountant and earned the designation of Certified Fraud Examiner and is certified in Financial Forensics.
