Blair Waggoner is a senior manager at HORNE where she works with states to maximize COVID-19 funding opportunities and provides oversight to teams implementing related recovery programs. She focuses on aligning U.S. Treasury guidance with state goals in creating programs from federal funding streams, such as the CARES Act/Coronavirus Relief Fund (CRF), the Emergency Rental Assistance Program (ERAP) 1&2 and the American Rescue Plan Act (ARPA).
Additionally, Blair serves as a subject matter expert where she provides expertise that guides program design. She establishes processes, procedures and performance delivery measures related to the payment solutions needed by the states to successfully pay applicants.
Blair joined HORNE in 2009 with previous experience working for an international accounting firm. She leverages over 10 years of experience in tax consulting, planning and compliance when collaborating with states to create solutions.
She earned a Bachelor of Accountancy and a Master of Taxation from Mississippi State University. Blair is a Certified Public Accountant in Mississippi and Tennessee.
